Rove is Dubai's answer to the smart budget hotel, and Downtown is the branch that makes sense with children: you are a walk from the Dubai Mall, the aquarium and the fountain show, with the metro and cheap taxis for everything else. Rooms are small but genuinely well thought out, there is a pool, a 24-hour cafe and, crucially for families, a self-service laundry. Nobody is pretending this is a resort, there is no beach and no kids club, so it works as a city half of a trip rather than the whole thing. What you get instead is the fountains every evening for free and money left over for the waterparks. For three or four nights of proper Dubai sightseeing it is very hard to beat.

Metro to the old town
Ride to Al Fahidi and cross the creek on an abra for a few dirhams, the most fun cheap thing to do in Dubai.

Workable but tight: rooms are small for a cot plus luggage, and there is no dedicated baby provision, though lifts and pavements are fine.
Toddler
1 to 3 yrs
Fine for a few nights if you keep outings short. The fountains and the aquarium wall are free entertainment at this age.

4 to 11 yrs
Great city base: metro rides, the aquarium, the fountains and enough to look at that nobody complains about walking.
Teen

Central, casual and near everything they want to photograph, and the price leaves budget for a waterpark day.

Can four of us share one room?
It is tight. Two connecting rooms is the better plan here and often still costs less than a single family room by the beach.
Is it really walkable to the Dubai Mall?
Yes in the cooler months, roughly a fifteen minute walk. From June to September take a taxi, it costs very little and saves a meltdown.
Is there anything for children at the hotel?
There is a pool and a relaxed all-day cafe, but no kids club and no children's entertainment. The city outside is the entertainment.
