This is the honest budget answer to Dubai's prices: a large, no-nonsense hotel attached to Ibn Battuta Mall, with a metro station on the doorstep and family rooms that genuinely sleep four. There is an outdoor pool, a straightforward restaurant and very little else, which is the point. What makes it work for families is the mall next door, air conditioned, full of cheap food courts and a cinema, and the Red Line metro that takes you to the Marina, Downtown and the airport without a taxi fare.
